Yes but might still be a little long for some stuffs. For reference, I'm 5'5 and about 35 chest and uniqlo S fit me everything. XS would be too small in the shoulders for me and tight in the chest unless you also have small shoulders, in which case go for the XS. Read up the measurements, I think they're quite accurate.
