I own the CDG x Converse hi top Chucks in white--I love em so far and they go well with most of my fits.

I can't tell if it fits because I don't think your pants are pulled up properly. It was probably made to sit with high waisted pants an inch below the naval. So it probably fits but looks off with modern cut pants being slightly sagged. Get a belt and a better shirt to layer with.

I've had these for quite some time but never really knew what to wear with them. Any tips anyone?

I have large bulky quads and I fucked up buying some pants and they hug my thighs. I sized up to accommodate but it simply wasn't enough.

Anyway is there any tailoring that can be done to make the pants look ok? Obviously letting out the thighs is pretty much impossible but could I "run with the slim fit" and take in below the knee? Would it look weird due to my quads?

Anyway, most places carry a 36S/R in stock or at least make them. Really, if you just want a cheap blazer you don't care about, you can pick one up.

If you actually want to wear something nice, you wouldn't get H&M. If you want a cheap blazer, Uniqlo may be better since their style is less trendy.
