You can see it, but you can't make out shapes in it. Look at the picture in OP's post. Unlike traditional black garments where you can make out the shape and how the garment falls over whoever is wearing it, this material simply looks like staring into a black hole - you have no depth perception because such a small percentage of visible light is reflected.
