You'll probably find something similar to it by looking for chiffon empire line or empire waist mini dress or strapless lace chiffon empire mini.

Basically it's a mini length strapless empire waist dress.
Probably from a polyester chiffon but I couldn't tell you for sure from the picture but chiffon should give you something with a similar weight of material.
Lace, ruffle, sheer and other terms like that which match the dress should also help you narrow it down.
