I've been called an artist on multiple occasions. I don't feel like an "artist", but I wasn't called an artist for the clothes I wear. I was called an artist after someone enjoyed art that I made. Maybe if you want to be an artist for social reasons, get into some kind of performance art such as being a musician, actor, or dancer. It's not the clothes that make an artist, its the art and image that the artist markets around themselves and their art (sometimes clothes can fall into the image/marketing category, however).
