I'm not sure if this is possible.
I have a porcelain doll with some small hands and a few of the fingers are chipped off. I don't know where they are now.
Is it possible with some sort of material, to mold new fingers and then paint over and repair the doll's hands so they are whole again? The hands structure are much like this one here (fingers merged together), with two of the fingers halfway chipped off
Any advice?

Is it possible? Yes. Will you ever get anywhere close to making it look decent? No. The coating is baked on when they fire the porcelain. Anything you "paint" on later where never match and will look worse.

Bondo is the material you want.
Results will vary depending on your skill, including paint. Unless you are a sculptor, it will probably look worse then being merely broken.
Hobby stores often have doll sections that may have parts. Or you may be able to find a similar doll on ebay and cannibalize it for parts.
