You can. How exactly you do so changed from 2.6 to 2.8, though.

In 2.8 you go like this:
* Create the text layer with the text, and put it in place
* Create a transparent layer underneath
* Right-click the text layer, and select "text to path"
* Go to the "select" menu and click "from path"
* Use the "select" menu to adjust the selection (e.g., use "grow" for a hard border, or "feather" for a soft border)
* Color the selection in on the transparent layer you added in step 2

If you want (solid) outlines on your text "automatically"/"naturally", use a vector drawing program like "Inkscape" and change the outline color.

... I personally find adding the text box to be simpler and more elegant, though.

There are tradeoffs between the textbox method and the text-on-image method.

Putting the text within the image visually integrates the words into the scene, but by doing so you run the risk of obscuring the picture, thus defeating the point of the caption. For this method to work, the caption you want to add should be fairly short and there should be sufficient blank space in the image to work with.

If you want to add more than just a few lines of dialogue, or are concerned about the text obscuring the image, adding a textbox is the better option.
