How come Hollywood always does this? Multiple movies with the same plot come out at the same time?

My theory is that a script was shopped around and then people said "Uhh... not that uhhh... sucks...uhh" and then turned around and copied it to pretend like it was their own to avoid working with the other people involved or paying them.
