In this world, that's not the case. Any shot that hit's and doesn't kill is effectively a high level monster summon that uses an enemy for a host. That's a huge weakness nobody is really exploiting.

So sayth Aaron, Topsiders use a teflon material that resists anything like a knife stab or lower. Bullets have more piercing power and can penetrate their armor. Aaron mentioned that Topsiders have an energy shield that can vaporize bullets and anyone in contact with them, that's why whenever they've tied on up they break free.

The counter point I'd like to point out about your points is that Topsiders are happy meals of monsters. The thing is that mutation is instantaneous so if you shoot a topsider and he doesn't die instantly then you have a monster that may either be the size of godzilla or a hamster. Biosuits can also resist a blast of zero radiation for a short time.
