Maybe you could say the Deadly Six overshadowed him in Lost World? But even then he was still the final boss and was present throughout the rest of the game.

It was such a huge let down when he came for Rotor. Why did he think Rotor was the traitor? Because he was the one who built Nicole, giving him one of the most powerful advantages against his friends for reasons his pragmatic mind could justify. No, just kidding, the only thing he had to go off of was that he once went by "Boomer." That's also the name of his evil twin, so maybe he got the two confused? No, that'd be too smart.
