After Fantastic flop, this was a risky move by Fox. Everybody knows a rated R movie won't be a commercial hit. It'd alienate most of Deadpool's fandom, which consists of 12 year old edgy teens.

there is one thing to note:
Once you summit the movie to the MPAA, your're locked in. If you want to re-cut the movie for a new rating, that means another couple of months of waiting for the movie to be released. If Deadpool where to get a PG-13 rating, it would have to wait till at least September in the U.S., but Fox seems to be adimient about this being R Rated, so a re-cut in the states is moot. A re-cut in China might be possible.
