To be fair, he's probably just as upset that his best friend killed a madman with no powers. Probably also sad that Joker proved him wrong and Superman did exactly what Joker said he would.
Nobody was against his killing Joker but Batman, and that was only because he was afraid that Superman would fall down the slippery slope he eventually did as a result.
I loved the dream sequence that showed what would've happened if Superman saved Lois in time.

In this case it was because of what exactly Joker had done.
He literally took everything that Superman held dear away from him aside from Smallville. He had to watch his wife and unborn child die, then seconds later watched Metropolis get leveled. When Superman killed Joker, Batman knew that the Joker's plan worked, and Superman just had the same "one bad day" that Joker had.
Because writers would have to pull even more things out of their ass trying to explain why some OP hero like Wondy, Flash, Martian Manhunter, Superman, etc just doesn't stop him.
An evil Batman wouldn't really work with all those guys existing.
The same way Batman takes down whoever goes evil on a regular basis.
Even better, rather than Batman beating them outright, he turns them against each other over time (while "trying to uncover" the true mole) until he's the only one left. Because in every incarnation every just trusts Batman with no questions asked anyway

The closest we get is, ironically enough, during Countdown.
While searching for The Atom, they come across a Batman that kinda snapped when either Dick or Jason was killed, and decided to end his no killing rule and became the Punisher, except Batman.
Said world had a very low crime rate, but I'm not sure what the rest of the Justice League did about it.
In real life Joker would have no goons because no one wants to work for a crazy person, with no one to back him up if he ever got his hands on anything more dangerous than a plastic spoon he'd be put down instantly.
He's not nearly as dangerous to a cop as you make him out to be.
