To be fair, Weiss doesn't initially seem like the clingy jealous type. When separated from Neptune for the investigation club, she just kind of whines and struggles that she doesn't get to hang out with the cute boy.

It's fair to take it as a gag unless it actually comes up again. It'd be pretty easy to patch/break on screen in dialog - I feel like they wouldn't do a lot of off-screen relationship building, but at the same time we're paced pretty tight for actual plot stuff to happen. Neptune and Sun continue to not be important to the plot, so they're unlikely to show up unless they grow a contribution.

Am I the only one who feels Ruby has been shafted in terms of character development and screen time?

Pyrrha has had three subplots.

Volume 2 focused on Blake a lot.

Yang has the subplot with her mother. (I'm not sure if it's going to continue for the most of Volume 3.)

Weiss had her subplot with Winter and it's been heavily implied since Volume 1 we're going to get a subplot involving the Schnee Dust Company. Which will probably start after Volume 3 or during the last bit after the tournament.

Ruby is the protagonist of the show and I like the other characters, but when all of her teammates get a subplot and a side character gets the subplots I feel like she's being put out of focus.

Don't get me wrong I like Pyrrha and the rest of Team RWBY. I like how we're getting villain backstory and more fighting and other teams and Ozpin and his Inner Circle.

But why is Ruby not getting her time to shine?

Mercury is my favorite character along with Weiss but my heart was in pain when he landed a kick on Ruby in the preview. That helpless yelp, it's like kicking a puppy and she, Velvet and Penny are the most adorable things. Hope there's more.

I agree Ruby is a little underplayed or under focused compared to some others, but really the show is kind of an ensemble piece - so focus will kind of rotate through the girls.

Ruby herself basically has a big arc all the way through the first half of Volume 1. It sets her up as a character, builds on her interaction with Weiss as her partner, climaxes in her showing the natural knack to be a leader for RWBY, and then as a follow-up we see her start to develop in that role.

From then on, Ruby's character doesn't get a lot of focus or development, but she's an important actor in the plot, both because of her proactive personality and as the leader/face of team RWBY. She's also the only character to have development/interaction with Penny - so that's probably gonna come back around in the next episode. RWBY as a show isn't afraid to do the multi-season play with the plot either.

"You have silver eyes" and "victory is in a smaller, more honest soul" will almost assuredly come back up.
