Sephiroth at his peak could maybe be considered a planet destroyer.

Any High Tier Comic Characters in DC shits on him - hard. Superman, Martian Manhunter, any GL, Wonder Woman, etc.

He'd be a mid-tier villain, a genocidal maniac that the League keeps occasionally defeating - powerful in his own right but nothing they haven't dealt with before.

You don't even need to be a powerhouse to beat him. I don't remember Sephiroth having any defense against mindfuckery, so pic related beats him without lifting a finger.

Dante would crush though at his oldest and strongest (either DMC4 or DMC 2).

Vergil's only truly dangerous weapon he has per standard loadout is the Yamato.

Sephiroth would fare pretty well on the single point that he's almost impossible to kill off for good. Nigger has died three fucking times. Jenova cells are a hell of a drug.

However, as far as Final Fantasy villains go, Sephiroth is mid-tier.

Ultimecia at her strongest is the top of top tier and capable of ripping apart time itself, with Cloud of Darkness directly below her and Neo Exdeath directly below that.

The attack's gravity based and actually can't kill anyone with how gravity works in FF, no idea if that's translate into DC though. Plus I believe some source, maybe someone at SE or one of those Ultimania books I can't remember, confirmed that Super Nova is just an illusion to fuck with the party and you the player since he's at least semi-aware of you during the final battle.

I think he is closest to the ever constant attempts by Marvel governments and corporations to make a supersoldier. Lots of heroes and villains are supersoldier attempts.

Sephiroth could be the latest attempt using magic instead of science. He has the augmented strength, speed, reaction, etc going on but not to JLA levels. He is one of those superninja street level types like Spider-Man or Deathstroke. Plus materia gives him lots of magic potential to stay in a fight with higher power individuals.

He is also part alien virus eldritch abomination thing that gives him crazy regenration, immortality, some weird mutant shape shifting.

With that I sort of want to put him on the level of like Mr Sinister. When facing street levelers or X-Men he is tough but half the Avengers could solo him. His lack of durability really hurts him when facing bigger hitters. A plain old sword to the gut does him in.

Marvel has the life energy that Galactus technically feeds on when he eats a planet. Some worlds do not have it but worlds with lots of it has lots of different forms of life.

DC has several mystic fields connected to the planets. The Green is animal life, the Blue is plant life (I know it's reversed for some reason) and the Gray is death/anti life necrotic energy.

Grundy, Alan Scott, Floronic Man, Beast Boy, and Animal Man are connected to those and draw their powers from them.

It's why Kefka is better, he's basically Thanos. Super powerful but ultimately self destructive. Not saying Kefka is the most powerful FF boss but he could have been if he was further planning. Instead he went insane on esper power and caused their extinction instead of farming them. He destroyed the planet cause he thought it would amuse him, and it did. He then starts going and merging himself with any power he can find, like the statues.

Now the red is animal life and the green is planet life. Black is the Rot/death and the Clear is sea life.

Before it was green was animals and that was why Beast Boy was green skinned.

Grundy, Swamp Thing, Floronic Man, and Poison Ivy used to be all "The Blue" but now they and Alan Scott are the Green and Grundy is now the Black.
