You figure he could just become President of the USA. Then use the position to introduce the world to mutant kind. While keeping the peace. Instead of trying to solve it with a team of blue spandex wearing vigilantes.
It would go against his principles of protecting free will while trying to pave the way for a more peaceful world. If he just mind manipulated people to get to the top, it would make him a villain in his own eyes. He only really tends to use the manipulation /mind tricks/ control etc as a last resort to keep people from killing each other.
Beast is a villain only in the sense that he is so hilariously incompetent while pursuing his ideals that he completely fucked over the time stream to "teach Scott a lesson."
Xavier is a hero who just knows how to keep the pimp hand strong.
