If he just mind manipulated people to get to the top, it would make him a villain in his own eyes. He only really tends to use the manipulation /mind tricks/ control etc as a last resort to keep people from killing each other.

Beast is a villain only in the sense that he is so hilariously incompetent while pursuing his ideals that he completely fucked over the time stream to "teach Scott a lesson."

Xavier is a hero who just knows how to keep the pimp hand strong.

In ruins he is prez. Although hes just a twisted person who goes to super powered camps and mocks the prisoners.

In an old what if where he also got the Juggernaut's powers he takes over the world. Although that ends with his regime coming to an end when he gets tossed in space.
