I think a lot of it is that there's not really much of a role she holds. She's too cosmic to be an Asgardian but too Asgardian to really be a cosmic character (which is what Youth in Revolt was trying to transition her into IMO). She can't really be "Cosmic Thor" as we already have Beta Ray Bill to act as Cosmic Thor.

She's maybe work in a more Defenders style team that's a little more weird in the Cloud role or something but even that's probably a stretch. I like her design and I like the idea but it just seems like she's a hard character to really slot into anywhere.
