I'm not sure what I'm looking at here.
Different animations for different sounds coming out of their mouths. Different gestures to demonstrate emotion. They're just sitting at a table having a conversation and the animation might be lazy but it's thought out.

They used to do this in the classic seasons when the show changed showrunners every two seasons. Jean and Reiss, Mirkin, Oakley and Weinstein, and Scully all had quite different visions for the show.
