In Fact Cartoon Network isn't really a 90s thing, most of Cartoons Cartoons become popular in the very late 90s and early 2000s
on the early and middle 90s, cartoons network broadcast only old hanna barbera stuff, one the best show of the channel Ed,Edd N'Eddy was broadcast for the first time on the 1999, i'm sorry but for me that's not really a 90s stuff, same shit for other shows like Spongebob ( yeah i know this is nickelodeon )
Lots of out of old shows stuck on re-runs seat filling the top where as the bottom is shows they legally own all the rights to that are airing new episodes at the time.
2016 if following the same rules as the 2012 bumper would have those 3 shows plus Steven Universe

Those seats would be pretty fucking full, people are just retarded and don't know what's on TV. (Not person I'm quoting, whoever thinks that picture is a good rep).
This pic is such bullshit. The majority of those characters belong/belonged to H-B at the time, so they technically aren't even CN at all. Besides, 90's fags like these obviously forget that the 90's had just as much, if not more terrible shit than we have no.
Most of those cartoons in the top segment were actually Boomerang cartoons that had nothing to do with CN.
But if we are going to include older shows, not only should the top segment's characters be shown below, but there should be even more characters from Flapjack, Chowder, Total Drama and a few others.
Whereas most of the characters from the top segment were not actual CN cartoons, they were at least aired on their secondary Boomerang.
Your additional bottom segment were not even shown on CN nor have any associations with it.
Boomerang was a thing two years before the top image. By the time it aired, almost all of the HB shows had been long since shoveled off the network. Only Scooby Doo was still airing (with Flintstones occasionally used as weekend filler). Space Ghost had also been confined to adult swim by then.
