Flash could probably remove each and every one of them before the guy knows what's happening. Without harming them of course, because Speed Force bullshit

J'onn, obviously, would exert telepathic influence and make the guy take them off himself. I'm sure he would then have to resist the urge to make the guy jump out the window

And Batman would probably just drop a smoke pellet at the guy's feet, then circle around and grab him by the neck. Once the babies are removed, I believe it would then be time for the guy to get very well acquainted with a compound fracture or two.

Not entirely sure Batman would do that, risks killing him. I suppose there are variations of it, noose to support him from falling over, and some sort of tranq dart or something. Thus he doesn't quite run the risk of dying from his neck supporting so much weight.

Depends on the threat the guy is posing. If he just robbed a bank or something he'd probably compromise in order to avoid killing the babies, and blow the creep away the first chance he got. If he was getting ready to blow up a block or something he'd drop the guy right there.

Dredd blew up millions of people before, plenty of them were babies, and most of those babies look like future juvs anyway.

However im an oldschool Lobo fan and i see this scenario where Lobo's Ridiculous Logic works:

Lobo shoots his chain cutting off villains head and babies just burst into air.
