We see that sapphire was definitely a member of blue diamonds court, and also that she had rare powers not commonly found in gems.

Based on this and the other types of gems shown, and based on the theory that rose is indeed pink diamond I have theorized that gems come in four types, originally governed by the 4 diamonds.

First is Blue diamond, who governs over very specialized gems such as sapphire and Lapis. both have displayed very different powers from all other shown gems(future vision and element manipulation) Even Ruby, who may not be specialized(called common) still had element manipulation and can be seen as a lower class member of blue diamond's court.

Rose/Pink diamond, who rules over quartz, and was originally the commander of battle oriented gems. We know that all quartz should be large, and strong as we see in Jasper and Rose. Rose's aptitude in leading gems to battle can even be seen in how she turned a gem meant for servitude into a warrior, and taught a completely new kind of gem/fusion to be a formidable opponent to other battle oriented quartz. Ruby could also originally have been a battle oriented gem under pink diamond's rule, but after she defected, blue took over leading rubies, who had elemental manipulation.

Next is yellow, we know Jasper(quartz) is under her command, but that may be because rose is no longer around to lead them, so the other three diamonds took over. but Peridot has been shown to be very technologically competent, which leads to believe that gems under rule of Yellow diamond were the scholars/scientists/generally intelligent members of gem society.

Lastly is the complete mystery of White diamond. The only gem that could possibly fit into the white diamond motif is pearl, who we know is meant as a servant to other gems. this leads me to believe that White diamond rules over gems with no apparent special talents or aptitude when it comes to war.
