Then, form them into tennisballs and simmer them for 20 minutes in salt water or broth. Goes well with Gulash or other meat-based dishes

Okay, he may not be the smartest, but big deal. I mean, if he gets so autistic that Reed has a bigger IQ, then why doesn't he get autistic that Iron Fist is a better fighter than him? Or that T'Challa is a better ruler than him? Or that... dunno, some guy somewhere takes better photos than him? Seriously, if he goes into such an autistic mode about brainpower, why doesn't he do the same for literally everything else?

The meta-reason is obvious. Because he's a Fantastic Four Villain before a Marvel villain.
The instory reason, Reed is personal. It's not so much he's smarter. He's probably the first person to truly be smarter than him that he encountered. His arrogance refused to take that sitting down so he entered a petty rivalry in his mind. In that rivalry he built a machine. Reed pointed out his mistake in the machine, but DOOM refused to listen because he had to better. And it literally blew up in his face. Refusing to accept responsibility for what he did to himself he blamed Richards. He retreated back to his country, fucked himself up even more, and never bested Richards atleast never in a sense that fulfilled him.
