Government relations with the gems is always a topic that seems not to be touched upon, probably because it's unimportant to the show's narrative.
You have to understand that sometimes in stories you have to either compromise pacing, tone, etc. if you want to create a universe that makes sense.
The government and the military thus far haven't been important to the show, and would not add to the show to be introduced to the story. Therefore you make your own excuses and move on.
