Fairly OddParents had pretty bad seasonal rot, in that the people (AJ, Chester, Trixie, Tootie, Vicky, etc.) who interact and challenge Timmy are gone, replaced with cheap wish fulfillment like Sparky, Poof, Chloe.

Are there any comics that have actual decent world building?
Manga has PLENTY of these (think Berserk), but western comics don't ever seem to have quality world building unless it's an adaptation that uses world building from somewhere else (think Conan).

If you think there isn't any good world building in western comics, it's because you think almost all western comics are cape shit and adaptations.
And even then, cape shit does have world building, it's just much less straightforward than in other types of comics, since it's told in chunks by multiple writers, and since the original super hero stories weren't supposed to be connected in the way they are now.
Whether that's good or bad is up to opinion.

I got pretty mixed messages from this volume. Is gaiman implying that transwomen can't be women on a spiritual level? Or is he somehow implying that the biological construction is more important to gods that precede humanity by aeons? And then in death she's a fully fledged woman ghost so what gives? It seems like there's very weak justification on a narrative basis to make a pretty mean implication, so what's going on? Is it just bad writing? Or is there some deeper message I'm missing? Politically I don't really care what's being said but the message seems muddled to me
