Honestly I think this is a very rare phenomenon - since pilot shorts for cartoons are generally made very cheaply it's only possible to improve with the budget bump when going to series. You'd have to find pilots that were made too expensively to the point where they cut major corners later on

I can't think of any shows off of the top of my head, but I sure as shit know that the Boondocks Pilot and comic style is vastly inferior to the one they went with Season 2 and onward. While McGruders style was good for the comics I doubt it would have worked for the sequences that the show demanded.

Well, most personal comics (done by one person or a small group) that matter, and I don't mean make money by this, but end up being valued by others, virtually always start on a small personal site/blog. LFG is this way, and One Punch Man started that way.

As more substantive advice, all that I can give is the difference between comics and manga. Manga, I believe, is generally superior to comics artstyle-wise, because all manga is influenced by the first animes, which, because of cost-saving, shared certain novel production techniques. These productions techniques forced creators to focus on the motion that truly matters on a page, and on the angles and expressions that display a character's current emotions best. As such, manga generally doesn't allow the artists to get distracted so easily by superficial action, and makes the story feel better overall.

This is a very crude overview of the art difference between manga and comics, so if you want more, you'll just have to find it. Good luck.

Strip Panel Naked is the one comic analysis channel I watch. They get occasional artists in and interviews them about what's going on in a particular book, too.
He has said he primarily uses film analysis terms/books to review comics, but it's important not to be a slave to film standards because as Alan Moore put it: " if you only see comic books in terms of films, then eventually the best we can end up with is films that don't move."
In that vain, Every Frame a Painting and KaptainKristian are pretty good overall general ideas stuff that I like to rewatch every now and then.

Well, Manga are generally all black and white, lack backgrounds (or are extremely simplified), and are encouraged to last as long as possible because it's how they make money. It's all creator owned, so the manga industry has a lot more to offer in terms of genre and even execution. The problem with it being that you're essentially a slave forever creating your manga. Look up the average weekly schedules of mangaka and it is literally insane.
Comics on the other hand are being strangled by DC, Marvel, and Diamond. The market is not very healthy due to the Cape phenomenon and the Comics Code fiasco. But indie publishers can have good stuff, but it gets expensive because there are a lot of 'unnecessary' hands stirring the pot. Writers, pencilers, inkers, colorists, letterers, and editors. Unless you go indie and own your characters, all you'll ever be doing is playing with someone elses toys.
