hmmm, using tortilla chips on its own removes the spirit of the secret ingredient, you'll lose originality points on that. This "salsa" is barely that, cheese and yogurt don't go together the way this was prepared.

you can make an "elevated" "queso" sauce with the parmesean and yogurt. Either KISS by having that as a dip in the middle of a pile of tortilla chips or maybe make some sort of casserole with crushed tortillas and the "queso" sauce and I dunno what do tex-mex people eat
Parmesan cheese spread on the bottom of a foil cup and baked into a crust. Greek yogurt spooned overtop and garnished with a single thyme leaf. Tortilla chips stuck in a blender with water and soy lecithin powder, then turned to a corn chip foam with a hand mixer and served over the yogurt as tortilla air.

Put warm tortilla chips on a plate. Mix yogurt with some lemon juice. Make a sauce out of parmesan and whatever other cheese looks good. Add jalapenos or avocado slices or salsa or whatever other meme foods you like. Throw that all on top of tortillas and serve it "rustic style" to look as hip as possible while doing the least amount of work.
