This. I get so much free food from my aunt because it "expired". As if one day it's good, and then once it hits the date it's contaminated. Fucking hilarious. Free condiments, noodles, literally anything you can think of in a can, bottle, or box they give me. It's wonderful. Just got 3 cans of lobster bisque for free just yesterday from her.

If I walked into a grocery store and saw a giant pile of exposed, raw meat in a bin labeled a "hot sale" I'd turn around and probably never go back.

They used to.
When Iceland (the stores, not the country) first opened its doors at the tail-end of the 60s, they sold frozen meat from freezer bins in a "serve yourself" model.
Several other supermarkets on both sides of the pond copied the model but this quickly dissipated in the US and Canada in the later mid 70s while it skulked about a tad longer in the UK and Ireland into the early 80s.

In the US, many Asian supermarkets still do this to some degree, but the meat is now in pre-weighed bags with price stickers on them rather than loose as depicted in the OP pic.

I would guess some people thought it was unsanitary, and it might be, but I don't know much about sanitation other than washing things often and keeping things cold that are meant to stay cold.

Because it is not sanitary if it stays there for more than a couple hours and handles more than 10 people.
Hell, when Lidl opened they opened a bakery in every store where you serve yourself but you have to grab a plastic mitten so it is sanitary. I often go to buy bread there and see people handling the products with their hands not caring about anything.
Bread is one thing and raw meat is another so do the math.
