For concrit, I think the whole look is too OTT hime for going to the mall. Like a sad attempt at being casual in the least casual style. The skirt has a lot of potential in a cute simple sweet look, though. Imagine a peterpan collar blouse, pink bolero and pink shoes with (not sheer) white tights and a headbow or some clips in a less soccer-mom wig.
I think one of the main issues is the skirt is just so short. Wearing heels with it only accentuates that, and it makes her look squished up top then lacking at the bottom. I think she could go for an "elegant" look again with an underskirt.

I think the dress looks cute and it's a much better start than most. Swap the shoes for sax tea parties to match the dress, a 3/4 length sleeve blouse, a more natural looking wig (can't tell if silver or platinum, but needs to be a tad darker), some lacy tights, and either a sax headbow or flower clip for the hair and she'll look fine.

Really? I hate the entire bottom half of this, underskirt included.
None of it works with the dress or with the other elements of the coord. For example, the underskirt is more creamy/offwhite when the cutsew is white; the shoes, tights, and underskirt are too "mature" for the cutesy look of the dress and cutsew; the star clip doesn't fit with the dress; and the gold is not tied in enough to work.
It's not need-to-bleach-my-eyes horrible, but everything about this starts to really irk me if I do more than quickly glance at it.
