Let the flow of money that results from this develop ugly cities into modernized ones, with growth in the sector of services.

The best thing you can do is to give subdises and incentives to national companies and entepreneurs. The economy of these countries should be as self sufficient as possible, avoiding importations on all areas the country can possibly produce. The wood and the iron extracted from a jungle of said third world country can be used to make all sorts of basic materials in a local factory, from there they can be sent to more sophisticated factories to be assembled into furniture, cars, etc. Obviously these factories must be of national company. For example, instead of allowing Volkwagen and Ford into the third world, the local government should impose protectionist measures on those foreing companies and create state owned national ones, that should be eventually priviatized.

It's also important to spend money on infrastructure, like roads, rails, waterways, ports, terminals, pipelines, etc.

So as you can see I'm proposing an economic model that is internally dynamic and has the potential to generate a lot of jobs. Wealth, money, growth, development. All of these are the inestimable result of a economy whose primary sector is large and gives input to its secondary sector.

Most third world nations are, by this point, more of generational prisons than anything else. The smart and productive people on them have already left and raise families of smart and productive people in developed countries. All that's left for most of those countries is ignorant savages, lazy bums, and petty warlords. They are the containment centers for the portions of humanity the rest of the world doesn't want to deal with.

Legalize drugs and cut the corporate tax rates to 1%.
