I'm a dev and been thinking about making such a similar app but haven't had the motivation.
The way I would want it is to have a free platform with payed for premium service for the escorts which would list them above non premium in addition you could have ads that are tailored to your users based on location and sexual tastes
The app( I would make it a mobile friendly website) would need search options so that one can search by preferred hair colour, nationality ect as well as distance from the user and ability to list by price or distance ect which backpages and craiglist lack.
