I live in Australia, and I'd say about $200k a year is when you start getting to that point. That wage is reasonably achievable if you're smart and get into the right field. A tradie running his own business can feasibly achieve this.

If you're 39 it's too late to make kids. If you're 29, you should not be considering making any yet. The window is 30-38 (20-28 for females).
The 40h working week is not necessarily wagecucking. Run few businesses, do property management, private tutoring, day trading, w/e. Normally 40 hours are needed if you're supporting 2-4 people alone.
Lastly, you need the stay at home spouse (could be you), to coach the kids into Maths. MSc at Physics is a good indicator, but you also need the willingness to sacrifice your education and raise the Uberkids.
