Your friend is likely just buying iphones with blocked IMEIs and selling them to Chinese buyers. IMEIs blocked in North America and Europe still work on Chinese networks, so you can sell what are guaranteed to be stolen phones that you either steal yourself or buy for cheap here over in China for full price.
