Can anybody explain what Japan 's "negative insurance rate" is?
Is it sound economic policy?
A small fee is required for holding money in a savings account. Not unreasonable given the many benefits a bank gives you. I'm sure that the idea was thought through and no better alternatives were found, so of course it is sound.

Yes but it's nothing crazy, just like a faction of a percent I think. You still have to qualify to take it out. Given you can't just hoard it in savings until the rates are brought up to the positives, its bound to be used and provide a small economic stimulus.
