As long as MJ legality goes state by state you will not see any stocks.
A MJ IPO would require the federal government end it's prohibition nationally ( instead of the current non-interference). As of now their is basically no will for this kind of action on the federal level, and until that changes its not worth discussing.
MJ will be private equity for the forseeable future

Banks and the markets will never do business with MJ companies until it is removed as a scheduled 1 drug. Someone like JP Morgan is not going to risk 100+ Billion in assets to do a few million a year in business with an industry that could well be killed off by an act of Congress next week.
You cant IPO an illegal business. The SEC would probably giggle like little girls if you even tried, right as you are being escorted out of the building

Because it is an OTC traded security. All marijuana stocks are traded OTC, not a single one is listed on a major exchange.
Beyond that the SEC has halted trading of MJ stocks multiple times due to securities fraud and false representation.
Basically MJ securities are in the rhelm of the penny stock pump and dumps and shady deals made in bars.
Notice all the MJ stocks say they are in oil/gas industrial sector? Just their description violates SEC rules
