You can't "test it out" with minimal capital. You'll be losing $16-20 each time you wish to buy a meme(fees for buying and then selling).
Otherwise I'd probably just go with QTrade or TD direct investing desu. TD has a few dollars more expensive fees per trade but you don't get jewed for $30 or whatever every few months.
