I have to respond to a public records request and it's making my job difficult. I would exchange the information passing on my aggression. So far, I'm going to scan the documents into a single unordered, unsearchable pdf which is ~1000 pages long.
Any other tips?

Instead of pages, can you just have one really really long page? You would need a pdf creator I think. Like you could save them all as images, then put them all in one really huge Microsoft Publisher document and then save as as pdf.
That way if they print it, the "pages", all running together, won't print neatly on sheets of paper. They'll get cut off in the middle.
Also maybe make it a huge file that would crash any normal computer. I think you can do that fairly easily in InDesign or Illustrator. Make it like 600 gigabytes.

Good ideas. I was thinking something along these lines, but only bordering on the "how do I computer" sort of incompetency...so the massive filesize is too much, but perhaps large enough to freeze.

You can do what Hillary does when she released a batch of her emails and print them out, so it's even more of a pain to go through them.
