No. Water would only come up in the pip to the same level as the water outside the hull. You'd have to put a pump on that to make it work, and that gets you a water jet engine.

If you moved to the right with sufficient enough speed to generate a current into the cone/tube, it may come out and spill but I would be more worried about you going fast enough to even generate it coming out of the "blowhole", because then the fucking back would cave backwards because of science.

Because the boat in real life would obviously be 3D. You can't build a 2D boat. And since it would be a 3D boat, a thin tube running through the middle of it would not split it in half.

the main difrence about these two designs, They have a fucking engine,which OP´s design dont have. the propellant of going 400mph have a jet that would be enough for going 5mph (random numbers, but you get it)

The water release could not be two seperated pieces, but instead a tube, and the bottom of the tube would need to be the lightest material on the boat, there would need to be a value toward the bottom as well
