honestly it was probably for off duty american soldiers who would run into not very well demarcated zones in order to retrieve 'spoils of war'... priceless heirlooms and ancient artifacts could be taken by some dumbass from new jersey, all he had to do was fill out a form.

I wasn't familiar with the idea of off-duty soldiers wandering around the battlefield.
Still not sure why they would think of other soldiers as "our fighting men"...

Many (not all or most) Germans spoke English, there had been strong trade and cultural links before WW2 and even a substantial German community in Britain. In almost all the recorded peaceful encounters between German and British soldiers during both wars it seems it was the Germans who spoke in English and not the other way around.
