Learn how to make basic websites, then build dynamic ones that have content that is supplied from an SQL database. Then read tutorials on how to do SQL injection, there's several kinds, union based, error based and blind. Hack your own websites first, read and practice a lot, then eventually hit some live sites, make sure you're protected first, behind proxies etc.

There's loads of open source software for both PHP and ASP.NET to build websites, host them locally, the entire LAMP stack is free and everything asp.net is also free for small usage.
