I think 'knowing a programming language' is to know how to declare a variable and how most of the common used functions work.

That doesn't mean you'll be able to program anything you want from scratch to a working app. It's so more complicated than just knowing the language. It's like knowing few words in Spanish compared to writing a poetry book with that language.

It supposedly takes 10,000 hours to become an expert in something, at least from what I've heard. Open source languages are a double-edged sword in that they're always improving (hopefully). It's improbable that any one person will know any language front-to-back and inside-out, but with 10,000 hours of practice (hell, even a quarter of that!) and multiple resources, I'm sure it won't take long.

If PHP is your first language, it may be rougher at the start, but if you're familiar with logic, and with other languages, I'm sure it won't take long.

I spoke of polymorphism because recently I had an autist try to tell me he knew C++ and had no idea what it was. It's an example of a concept in C++ (and other object-oriented languages) that
you'd better know before claiming you know the language.
The fact that you think mentioning polymorphism is anything out of the ordinary or euphoric makes me think you aren't used to interviewing people to write software. Well, my experience with different languages has been that you will forget the syntax of a language if you move onto others, but the basic concepts (OOP, conversions, etc) will stick with you. When you go back to the original language, you'll probably grasp for the correct syntax, but it'll be like riding a bike after that. Forgetting syntax isn't too terrible of a crime, because many IDE's have intelli-sense or the like, and it'll offer suggestions based on what you're typing. After you see the patterns in the syntax, it'll start coming back to you.

It is like learning an actual language in a few ways. I did 3 years of Spanish in high school. I barely remember it, but I remember the mechanics of the language (verb conjugation, masculine/feminine properties) and if I listen to someone speaking it, I can pick stuff out and figure out what they're trying to say. I haven't touched C# in a while, but a friend has had me look at his code and it comes back pretty quickly.

are you following an example? udp is a transport protocal, not an application protocol.
ie, it doesnt operate at that layer.

find out what udp port your server listens to and use a network stream to check if a connection can be established to it.
once you;ve done that you may also be able to get some extra info from the server by passing game specific commands to it

I know PHP to the level that I write advanced memory tracers and debuggers for it.

I also know C, C#, C++, Java (EE), MatLab, LaTeX, Arduino, AVR, PIC, Javascript (helped dev jQuery so also know angular, node and other things like prototype), python, ruby, ASP.net, objective C etc

Also have a long history in netsec and have a complete knowledge of 70-461 to 7 and the IP suite amongst a lot of other things,

And knowing all that I still can't find a job kek

that not that hard, a braille printer is a very very logical thing, 3 engine on to roll, one to make a point and the one to make the left-right mouvement, at each state of movement we check if we have to do a point or not.

a robot who can walk and came back are more complex to do

Well, you can use Lua to do pretty much everything you want. It's just that originally it was designed to extend other applications. Not just "hobby stuff" like games but also "serious" applications like Photoshop Lightroom, Wireshark and VLC Media Player.
