Yes, it can. Although from the looks of the leading edge of the wing in the photo, this one does not. You'd actually see a membrane on the leading edge. By slightly inflating, it knocks the ice off the leading edge of the wing without significantly disrupting lift.
Planes fly into a variety of different climates and encounter extreme temperatures at altitude which, under certain humidity and convective situations, can include icing, even in summer, and even in Florida.
Prop obviously wasn't turning at point of impact so the prop strike shouldn't have done much damage. But if the engine had stopped and it wasn't just the usual lack of fuel, it would have to be inspected nonetheless, which can get pretty expensive. Wing and undercarriage should be easy to repair, i'd guess a five-digit cost in total. Still pretty expensive and could be more than that thing is worth, but that depends on how it is equipped.

You didn't express an opinion on an "average price range." You alleged that the plane was worth "less than $50K." But the fact is, you have no real idea what you are talking about. Planes are not cars. There is no "Blue Book." Each plane's FMV is affected by equipment, maintenance records, time since last overhaul, general condition, and cleanliness of title and airworthiness certificate.
I expressed that original price range on a 1972 cherokee which second hand is usually under $50,000, i then changed my price range for an archer II to an average second hand price of $50-70,000 for a 1970's version even later models aren't much more.
Considering i was making a comment to a poster that thought the repair costs would go into hundreds of thousands, you seem to be so far stuck up on my opinions that you sound like a fucking ball to be around.
average price range exist for a reason, because on average that thing will go for that much, do you really think that all the factors that contribute to an aircrafts resale value is really going to push an old 1970s piper past $100,000.

Read the pilot's account at the link I posted. He did not have enough airspeed to complete a turn. He would have stalled and probably rolled, and most certainly would have been killed or seriously injured, as well as totally destroying the aircraft.
