Anytime you see someone doin anything remotely related to anything you enjoy go and engage in conversation. Just start with "hey couldn't help but over hear blah blah blah, do you know about blah blah blah?" Maybe you'll meet people with similar interests = potential friends

Second, just talk to random people. About anything and everything. Make eye contact and just say anything about whatever situation you're both in. Laugh if they do anything you find funny intentional or not.
