I've heard a really credible explanation for the foot fetish by the neurologist V.S. Ramachandran. Basically the part of the brain that's responsible for sensation in the genitals and that part that responsible for sensation in the feet are next to each other. Sometimes in the brains there's 'cross-talk' and stimulation in one area can bleed into another. This happens in everyone to a certain very small degree but it's greater in some in differing areas. This is also an explanation for the existence of synesthesia.
