It's behavior left over from when they were kittens. They knead their mother's belly when nursing to help stimulate milk production. So it becomes a comfort thing. When an adult cat kneads you it's basically cat language for the fact that to the individual cat, you fill the same emotional/psychological niche that their mother filled when they were young.
So if you want to anthropomorphize, it's cat talk for "I love you."

It does have an effect on other mammals, but each species responds to certain chemicals in unique ways. (birds, for instance, are immune to capsaicin. So to keep chipmunks out of the bird feeder mix spicy pepper seeds in with the bird seeds) As far as I am aware of, the only unusual effect it has on mammals other than cats are humans, but it seems to have a calming effect on humans. It's quite popular among hippies and old people as a tea. It supposedly helps repel mosquitoes when you sweat afterwards, but I think that's merely an old wives tale.
