It's behavior left over from when they were kittens. They knead their mother's belly when nursing to help stimulate milk production. So it becomes a comfort thing. When an adult cat kneads you it's basically cat language for the fact that to the individual cat, you fill the same emotional/psychological niche that their mother filled when they were young.
So if you want to anthropomorphize, it's cat talk for "I love you."

This is the kitty I had. Was always hungry and cried a lot. I have a short vid if y'all are interested. She's bigger, and apparently more aggressive now.

It does have an effect on other mammals, but each species responds to certain chemicals in unique ways. (birds, for instance, are immune to capsaicin. So to keep chipmunks out of the bird feeder mix spicy pepper seeds in with the bird seeds) As far as I am aware of, the only unusual effect it has on mammals other than cats are humans, but it seems to have a calming effect on humans. It's quite popular among hippies and old people as a tea. It supposedly helps repel mosquitoes when you sweat afterwards, but I think that's merely an old wives tale.
What? No, you're fucking retarded. Female cats going into heat and male cats responding to female cats going into heat has nothing to do with the fact that some cats still retain kitten like behavior when they are adults.

my rabbits seem to like licking the catnip toys, and if something cardboard is "infused" with catnip they eat it, they don't get high though, just like the flavour. Same with honeysuckle.
I love when my cat does a version of this. Usually if he's sitting at the bottom of the stairs I look around the corner, smile and say "Are ya comin'?" and he gets all happy and meows while prancing up the stairs with that "Me-e-e-o-o-w" on each step. Such a cutey boy.
