The wanting to torture and kill people is psychotic. I want opinions

See a therapist and they can at least help you control your violent or homicidal urges.

You sure that this person is serious? I also have few people that I would want to torture for destroying my country and I would do it but I also know that this is beside my reach. Does this person was aggressive, had problems with self control?

To a certain extend there is some self control. Before the legal consequences were enough to prevent damage. Now with self diagnosed depression; unsure.

Since nothing matters in the universal sense some times you I feel like I should just give in to my primal instincts. Whatever happens, happens or maybe I manage to end

As you said you were to meet the doctor so he probably gave you some piece of advice. I can only tell: find hobby, try to make yourself busy. Do you feel empathy? If yes then try to find a pet to care for him maybe it will help you
