American here, can confirm. It was really popular up until the 00's or so, for "hygiene" reasons, supposedly. At least that's the excuse my parents gave me. Recently there have been people speaking out about it. Since its essentially a cosmetic surgery done to an infant(usually) and can reduce sexual pleasure significantly.

It's the opposite, circumcision is believed by some to reduce pleasure by decreasing the sensitivity.
And yes there has been studies which are both contested and supported by opposite groups.
