Because it makes no sense, he isn't confirmed to have CoO, he wasn't prepared, and even then, it'd be much faster to duck rather than to jump, or even dodge to the side, he's very nimble. If he did jump what was the point? Had he known he was being attacked he could have just blocked the attack. Also, why didn't he do the same when Radio Knife was used on him? The only way this makes sense is that he was caught by surprise, but being a Logia he survived easily. Black Haki came so out of nowhere people thought it was unique to Luffy because he was made of rubber and the whole vulcanization deal. I think the only time it was even referenced was that same time when Luffy added Hardening or whatever to his attack name. Before the timeskip Haki was rare so the whole deal wasnt a real problem but now pretty much every major player has it so you cant be padding fights just to tell everyone you are using Haki all the time.

After the war there has to be an epilogue where Luffy has to travel the grand line again to meet up with laboon and destroy Fishman island possibly connecting all the oceans so create All Blue, Nami has to create her world map, etc etc.
