It depends on the system. It's also cleaner to bundle them in a package, whose installation is easy and makes uninstalling it easy too.

It would also prevent the hassle of visiting a trillion websites in order to find each font (not to mention some are sometimes behind a paywall).

Microsoft has released those fonts as freeware, and even though they fall under an EULA it's not illegal use unless you break the agreement.

Well, I don't know how Linux works, but on Windows you don't need to actually install fonts to use them in Photoshop, you can just drop them into c:\Program Files\Common Files\Adobe\Fonts\
