stories usually revolve around interesting/exceptional people in the world they take place in. It is logical to assume from this that the women that are relevant in the story would be exceptional in some manner and that includes having a great rack.
Because they like tits and are writing for people who like tits? Really, I'm more confused about why people continue to make shitty threads about "Why does this thing happen in anime/manga?"

Giving all the women bodies that are improbable even for adult western women let alone flat chested Japanese school girls wouldn't be so bad if they could just make the men a bit more muscular to justify the women's interest in them.

That only works if you have a variety of fetishes, and nothing about the mangaka's works suggests he has any appreciation for DFC or loli. He's a big breast guy, so we get big breasts.
There's a difference between twinky bishounen fujobait and male characters with zero definition or art detail on their bodies. Ottermode would imply they have muscles, plenty have none. They actively avoid making male characters too attractive because it's threatening to the Japanese male audience.
