Also depictions of drugs are extremely regulated in Japan, especially in a comic for children. Maybe Oda doesn't have the same weed crusade you do, also maybe not everyone in the world cares either.

Jesus Christ, it's about magic people on ships fighting each other. Oda's not a fucking historian, and it's not like the hallucinogenic herb thing is common knowledge. You act like it's this big thing he's been avoiding, but you are literally the only one who has even thought about it.
Also, if you want him to start being more realistic everyone should have scurvy, pirates should be attacking civilian ships, and there shouldn't be giant fucking monsters that are mind controlled by a mermaid.

Toriyama smokes three packs a day and I can't think of a manga that didn't have at least one person smoking or mangaka that didn't smoke.
