In america, daytime TV for Anime is kinda difficult. For some reason even Naruto has to be edited, even tough it aired at 9pm I think? Detective Conan is unfit in an Adult Swim timeslot.
Tough for some reason Cartoon Network dropped Anime pretty fast alltogether. Then there are butchered adaption of One Piece does not help.

In Germany, it's been very prude like the US. But since private television, we have a tv channel that has aired anime since the 90's. Mostly it was still very old, but the viewerbase preffered over the american cartoons that aired there. Also the channel was kinda of wild and also aired more brutal movies during normal hours. The channel brought up a generation that views Anime as much more sophisticated and passionate than american cartoons. Anime like Rose of Versailles, Cat's Eye and Ranma 1/2 are unproblematic during child programme hours. However the channel at some point lost it's edge and thought copying 4kids was the better idea, so viewership dwindled and anime no longer had an attractive platform.

France had a 10 year run of running edgy and violent cartoons during the 80's and 90's and anime like Saint Seiya and Fist of the North Star became popular. However at some point, anime was looked down upon and teen oriented (with a bit more violence) had no longer a place in kids programming. Detective Conan came under critisism during child hours and was dropped.

Italy and Spain still actually have a popular childrens block during daytime with Anime like Dragon Ball and Shin Chan. Loads of anime not popular in america, got it's following. Namely Lupin III for Italy.
